Kawagoe City Urban Landscape Council Meeting

As a member of the council, Reiko Chikada proposed the following: 1) safety inspections by qualified persons should be mandatory for all outdoor advertisements; 2) owners and occupants should be added to the current owners and installers as those responsible for managing advertisements; 3) advertising fee income from public signs with advertisements and area management advertisements should be used to fund maintenance of public signs and community development activities; and 4) the city should establish a system for the management and maintenance of outdoor signs with advertisements. The Council discussed partial amendments to the ordinance, including the addition of the following: 1) the revenue from advertisement fees from advertised public signs and area management advertisements will be used to finance public sign maintenance, management and community development activities.
At the end of the meeting, Mr. Osamu Goto, President and Professor of Kogakuin University, who is also one of the council members, gave a special lecture on ""How to Respond to Fire."" We learned that for historical buildings with narrow frontage and deep depth, it is effective to install waterproof tanks at two locations in advance, one at the front and one at the back of the site, and that two or more extinguishers, one for oil with a powder extinguisher and one for water on the ceiling, are effective for initial fire fighting.
